The International Criminal Court and human rights organizations are questioning why ICC member Malawi permitted Sudanese President Omar al-Bashir entry to the country on October 14. He arrived for the Common Market for Eastern and Southern Africa (COMESA) summit in Lilongwe. The ICC is requesting Malawi respond to the request for an explanation by November 11.
