UN rights chief: Libyan gov’t attacks against civilians in besieged city may be war crimes

GENEVA – The U.N.’s top human rights official warned Libyan leader Moammar Gadhafi on Wednesday that his forces may be committing war crimes by using heavy weapons against civilians in the besieged port city of Misrata.
